Oman Launches Greater Muscat Structure Plan

Oman has officially launched the Greater Muscat Structure Plan forming a key component of the Sultanate`s Vision 40 strategy. This landmark urban initiative will transform Muscat into one of the Middle East’s most sustainable, connected and competitive metropolitan areas.

Plan Will Cover 100 Metres Of Coastline From Muttrah To Barka

Unveiled under the theme “Greater Muscat… A Timeless Spirit, Boundless Vision,” the plan is designed to guide long-term development. As part of the plan the capitals cultural heritage, natural landscape and Omani identity will all be protected and preserved. The Greater Muscat Structure Plan will stretch over 80 kilometres from Muttrah in the east to Barka in the west. It covers a 1,360 square kilometre area including nearly 100 kilometres of coastline. Importantly, it forms part of Oman’s National Urban Development Strategy which identifies four major cities as engines of growth. These include; Greater Muscat, Greater Salalah, Greater Sohar and Greater Nizwa.

 

The Greater Muscat Structure Plan – Five Strategic Pillars:

 

Green Muscat:

This pillar focuses on expanding public green spaces and protecting natural assets. It includes developing four parks, enhancing wadis and beaches as public recreational areas and increasing tree-lined streets and pedestrian-friendly landscapes.

Connected Muscat:

This section of the Greater Muscat Structure Plan will create an efficient, multimodal transportation network. It includes a 55-kilometre light rail system, seven major rail stations and expanded cycling and pedestrian infrastructure.

Productive Muscat:

Designed to strengthen the non-oil economy to 45%, with 15 economic clusters supported by an enhanced investment environment.

Vibrant Muscat:

Promoting modern, inclusive communities and waterfront living, this pillar includes constructing 313,000 new housing units and 9 waterfront destinations. It will feature  renewable energy, green building practices and incorporate mixed-use neighbourhoods aimed at improving quality of life.

Resilient and Safe Muscat:

Th final pillar of the Greater Muscat Structure Plan focuses on climate resilience and infrastructure modernisation. This includes a 90% reduction in carbon emissions and the ambitious but achievable target of carbon neutrality by 2050. Furthermore, it will incorporate  flood protection systems, expanded utility networks, improved water management and integration of natural and heritage assets.
