Kazakhstan is restructuring its investment policy to increase private and foreign capital while strengthening domestic production and infrastructure. The ‘Kazakhstan Investment Policy Concept until 2030’ was recently launched to shift state support toward mobilising additional business investment.
Kazakhstan Investment Policy Concept Launched To Attract FDI
The Kazakhstan government is targeting an additional USD 150 billion in investment by 2029. In order to achieve this, Kazakhstan is moving toward proactive investor targeting, with regions identifying priority sectors and preparing investment proposals. Kazakhstan investor support is being reorganised across external, central and regional levels, while the Fast Track mechanism is used to accelerate project implementation. The Kazakhstan Investment Headquarters sits under the government and has expanded its role, introducing stronger investor protection mechanisms. As a result, these include a prosecutorial filter, a unified register of investor complaints and improved pre-trial settlement procedures.
Demonstrating the progress the country has made in attracting FDI, 30 investment agreements were concluded in 2025. Meanwhile, this year, another 26 agreements worth approximately USD 11.7 billion have been signed. Importantly, investment activity maintained positive momentum, rising to approximately USD 52.8 billion in 2025 with real growth accelerating to 16.7%. Meanwhile, between January and August this year USD 30.2 billion was invested in fixed capital, up 8.1% year on year.
Investment Is Evolving Into Agricultural And Manufacturing Sectors
Moreover, Kazakhstan investment growth has increasingly shifted toward new sectors beyond traditional industries. This year, real investment growth reached 49.3% in energy, 45.3% in information/communications, 39.9% in manufacturing and 17.6% in agriculture. The structure of Kazakhstan investment financing is also changing. The share of budget funding fell from 21.5% in 2025 to 14% in January-August, while non-budget sources accounted for 86%. Updated investment mechanisms are also being applied to infrastructure and agriculture sectors. Accordingly, 346 utility infrastructure projects worth USD 2 billion have been approved. Furthermore, agricultural leasing reached USD 563 million in first half of 2026 almost twice the level recorded a year earlier.
