Saudi Arabia Unveils Ambitious PPP Strategy

Saudi Arabia has launched a new national privatisation strategy to significantly expand the role of its public-private partnerships (PPPs). The updated framework will advance economic diversification and further increase the benefits of starting a business in Saudi Arabia.

Remarkable Opportunities For Foreign Direct Investment

Led by the National Centre for Privatization & PPP (NCP), it provides unprecedented opportunities for foreign direct investment (FDI). Moreover, the strategy is promoting the private sector, in turn adding to the benefits of starting a business in Saudi Arabia. Moreover, it will enable the government to focus on its legislative, regulatory and oversight roles and enhance fiscal sustainability. The NCP aims to construct high quality infrastructure for residents as well as sign over 220 PPP contracts by 2030. Moreover, it will create thousands of high-quality jobs and mobilise over SAR 240 billion (USD 64 billion) in private capital investments by 2030. Furthermore, it will open new sectors for private sector investment thereby maximising the benefits of starting a business in Saudi Arabia. Accordingly, the government will initially seek partners for rail projects including the Saudi Landbridge venture linking east and west coasts through Riyadh. Further projects include education infrastructure, water desalination and treatment plants, strategic reservoirs and international airports, additional opportunities will be announced.

Revised PPP Strategy Based On Five Core Programmes

The strategy establishes five core programmes related to planning, regulation, human capital, awareness and prioritisation. These will advance the privatisation ecosystem and are supported by 42 executive initiatives and objectives. It also includes an executive programme dedicated to identifying and prioritising possibilities, with over 145 priority opportunities identified. Accordingly this will transparently showcase private sector investment prospects and escalate the benefits of starting a business in Saudi Arabia.
