Qatar Ministry of Labour recently announced important labour reforms allowing part-time work and freelance employment under forthcoming regulatory frameworks.
New Law Will Enhance Economic Competitiveness And Market Stability
Qatar Ministry of Labour Law No. (9) 2026 will enhance economic competitiveness and improve efficiency and stability in the market. Accordingly, it will offer greater flexibility for businesses to access talent and adapt to emerging economic models, including platform-based work. The Ministry stated the reforms will create an attractive business environment in alignment with National Vision 2030.
Additionally, the revised law strengthens oversight of recruitment practices by regulating licensing procedures and operational requirements for talent hiring agencies. Accordingly, it has introduced penalties to improve service quality while ensuring compliance with legal standards. In addition, the Qatar Ministry of Labour said that reforms will provide clearer rules governing non-compete clauses. As a result, they will balance employees professional mobility with protection of employers legitimate interests, trade secrets and client relationships.
Amendments To Provide Increased Employee Safeguarding
In order to improve dispute resolution, the amendments introduce faster and more efficient mechanisms for settling labour disputes. Accordingly, this will include enhanced mediation procedures using digital platforms by dispute committees, whose decisions will carry enforceable legal authority. The Qatar Ministry of Labour reforms also require companies employing 100 or more workers to establish joint committees. These must represent both employers and employees and are aimed at strengthening workplace dialogue and addressing operational challenges. Further provisions introduce professional certification and testing requirements for certain occupations to raise workforce qualifications. The Qatar Ministry of Labour also highlighted strengthened wage protection measures to ensure timely and regulated salary payments. This includes expanded enforcement measures, including suspension of services, publication of violators names in specified cases and stricter penalties.
