Saudi Updates Regulatory Requirements For Factories

Saudi Arabia`s Ministry of Municipalities and Housing (MoMaH) has formulated new regulatory requirements for factories within and outside urban areas. This initiative complements the Ministry’s efforts to improve the industrial investment environment and improve the level of compliance. Accordingly, it also aims to provide available, suitable and safe locations that align with urban development plans across the Kingdom.

Specifications Cover All Factory Types And Include Spatial Controls

The specifications covers all factory types, whether located in urban or support service areas, including approved plans for industrial use. Importantly, MoMaH stated that issuing a license requires a number of documents and permits. These include a valid commercial registration and industrial permits from the Ministry of Industry and Mineral Resources. Further documents encompass an environmental permit and approval from Civil Defense, in accordance with fire protection and building safety requirements. The new stipulations includes specific spatial controls, noting the site must be within areas designated for industrial or commercial use. Moreover, the area of the factory shall be at least 300 square metres but no more than 600 square metres. Furthermore, there should be parking lots for trucks and vehicles, including designated loading and unloading areas. Notably, factories need an approved engineering design that outlines routes for trucks and pedestrians, entrances and exits and control points.

Factories Must Comply With Architectural And Operational Guidelines

MoMaH also emphasised that the technical and architectural requirements mandate investors to comply with the Saudi Building Code. Moreover, new establishments must meet the urban code and follow approved design guidelines. The Ministry stressed that adherence to operational requirements, including CCTV, internal signage and provision of electronic payment methods is needed. Furthermore, each factory must display a QR code associated with its license data, ensuring transparency and ease of verification.
