Qatar’s Public Works Authority (Ashghal) recently announced a five-year infrastructure plan worth QAR 81 billion (USD 22 billion). The initiative will see a broad range of projects implemented between 2025 and 2029.
Construction to Start Later This Year
According to Qatar News Agency (QNA) the new programme ranges from the development of citizens lands and government building projects catering to health, education, sports and culture. Further activity will concentrate on upgrading sewage networks and strategic outfalls including vital tunnels, pumping and treatment stations. As a result, Ashghal expects the work will reduce flooding related issues while simultaneously enhancing the efficiency of the national network. Notably, a centrepiece of the initiative is the strategic outfalls project, which is set to launch later this year. The two-phase project aims to re-use stormwater for irrigation and cooling and will cover northern and southern Doha. Tunnelling work on the main network will begin in 2025 in coordination with the Ministry of Municipality and the Ministry of Environment and Climate Change. Additional sub-tunnelling construction will follow in early 2026.
Integrating Public-Private Partnerships
Importantly, Ashghal is also preparing to tender a number of public-private partnership (PPP) projects. These will include infrastructure for over 5,500 residential plots across a variety of locations all over the country. Further scope includes internal roads, sewage and treated water networks, landscaping and lighting. In addition, the authority is also considering a PPP framework for the second phase of the wastewater treatment plants in Al Wakra and Al Wukair.
Ashgal Introducing New Regulations To Support Contracting Sector
In order to support the contracting sector, Ashghal has introduced financial and regulatory measures worth QAR 21 billion (USD 5.8 billion). These arrangements include direct payments, easing of financial burdens and substitution of maintenance reserves with bank guarantees on advanced projects. Moreover, contract extensions and enhanced contractor performance evaluations will also be implemented.
