Kazakhstan Explores Opportunities With Hong Kong

Kazakhstan is expanding its opportunities in the sustainable aviation fuel market after signing a memorandum with a Hong Kong-based investor. The agreement will explore the building of an integrated production ecosystem in Alatau City. The memorandum outlines plans to study the creation of a complete SAF value chain from cultivating agricultural feedstock to processing and producing aviation fuel. Both parties will assess opportunities to deploy smart energy technologies and nickel-hydrogen energy storage systems to support renewable energy integration.

Agreement Integrates Public Entities Under Green Kazakhstan Initiative

The agreement integrates Alatau City Authority, Kazakhstan’s Ministries Energy, Agriculture and Transport and the investor under the Green Kazakhstan opportunities initiative. Alatau City’s Constitutional Law and Special Legal Regime provides legal certainty, stable tax conditions and a one-stop-shop mechanism for investors. The project reflects a broader global shift as aviation seeks to reduce carbon emissions. Accordingly, SAF can significantly lower emissions from existing aircraft without requiring major changes to airport infrastructure or airline fleets. Kazakhstan possesses extensive agricultural resources and is seeking to diversify its economy. As a result, SAF represents an opportunity to move further up the value chain by producing higher-value, low-carbon fuels.
