Saudi Vision 2030 is contributing to strengthening the Kingdom`s position as a global investment hub for foreign direct investment (FDI). The country climbed to 13th place worldwide according to a UN Conference on Trade and Development (UNCTAD) World Investment Report.
Saudi Arabia Attracted SAR 136 B In Foreign Direct Investment In 2025
The Kingdom attracted SAR 136 billion (USD 36.26 billion) in FDI in 2025 and recorded several investment milestones under Saudi Vision 2030. Highlights include an improved global ranking, growing international investor confidence as well as the rising foreign investment inflows. According to UNCTAD, Saudi Arabia`s net FDI inflows increased by 53% to SAR 122 billion (USD 32.53 billion) in 2025. In addition, FDI stock also grew 13% to approximately SAR 1.1 trillion (USD 290 billion) during the same period. The Kingdom attracted over 700 international companies who established regional headquarters, supporting industrial development, research, innovation and broader economic growth.
Saudi Vision 2030 Entering Its Final Years Of Implementation
Saudi Vision 2030 is entering its final implementation (2026–2030), focusing on aligning strategic/financial planning while ensuring sustainable long-term growth. A key pillar is the Saudi National Investment Strategy, launched in 2021 to expand investment opportunities and attract foreign capital. It`s goals include raising private sector contribution to GDP to 65%, increasing FDI to 5.7% and boosting non-oil exports to 50% of non-oil GDP.
A 2025 Saudi Venture Capital Company report showed foreign investment in private markets reached SAR 20 billion (USD 5.3 billion). Since 2019, foreign investors have committed SAR 40 billion (USD 10.7 billion) to private markets, highlighting growing international investor confidence. The Kingdom retained its position as the largest venture capital market in the MENA region for the third consecutive year. The company identified seven key drivers behind the continued growth of foreign private investment, including macroeconomic stability and regulatory reforms. Further drivers include mature capital market infrastructure, government-backed incentives, sector-specific initiatives, local presence of global investors, and structured value-creation approach.
