Saudi Arabia recently strengthened its position as a global investment destination following government approval of four special economic zones (SEZs).
New Regulations Scheduled To Come Into Effect April 2026
The newly approved regulations cover Jazan, Ras Al-Khair, King Abdullah Economic City and the Cloud Computing and Information Technology Zone. Regulations begin in April 2026 and highlight Saudi`s efforts to modernise its investment framework and strengthen regional and international appeal. These developments will see commencement of the SEZ`s operational and legal phases, thereby providing investors with clear guidance on incentives. Accordingly, they include eligibility requirements and regulatory mechanisms designed to enhance competitiveness and attract high-quality investments.
The four zones are designed to serve strategic sectors that place the Kingdom at the heart of global supply chains. Jazan SEZ is focused on food processing, mining and downstream manufacturing, leveraging its port infrastructure and proximity to African markets. Ras Al-Khair is developed for maritime and mining industries, offering integrated capabilities for shipbuilding, offshore platforms and marine support services. Accordingly, King Abdullah Economic City is positioning itself to attract advanced manufacturing, logistics and the automotive sector. Finally, the Cloud Computing and Information Technology Zone in Riyadh is set to anchor data storage, processing, and digital services for global technology companies operating locally.
Substantial Incentives And Flexible Business Ownership Structures
To attract investment, various incentives are available, including streamlined licensing procedures, flexible ownership structures and attractive tax and customs frameworks. Companies operating within the zones benefit from simplified operational requirements and the ability to use multiple languages for commercial registrations. Additionally, certain investments are exempt from specific provisions of the Companies Law, giving multinational firms flexibility in structuring and managing operations.
