Saudi Arabia’s tourism sector set new records during 2025 after welcoming over 122 million domestic and international tourists. The Ministry of Tourism confirmed these statistics reveal its growth and increasing contribution to the national economy. The additional visitor numbers as well as the sectors increasing success is driven by the governments ongoing efforts to improve the ease of doing business in Saudi.

Saudi`s Ministry Of Tourism Reveals 5% Growth In Tourists In 2025

The government has introduced significant legislative and regulatory reforms aimed at expanding tourism investments. In addition, it has focussed on increasing the quality and quantity of its products and opened up previously unexplored destinations. Consequently it has concentrated on attracting leisure, cultural, nature and business tourism, as well as hosting major events every year. Total tourism spending  in 2025 reached SAR 300 billion (USD 80 billion), a 6% increase against 2024, according to the Ministry of Tourism. In addition, the higher number of tourists represents a 5% increase in 2025 based on a year-on-year comparison. Accordingly, this brings the sector closer to achieving the Saudi Vision 2030 target of 150 million tourists annually. In recent years, the sector has enjoyed remarkable government led development in infrastructure and services.

Ease Of Doing Business In Saudi Improving Due To Government Support

Meanwhile, it has also benefitted from efforts to improve the ease of doing business in Saudi through increased investor support programmes and the streamlining of licensing procedures. Furthermore, domestic and international promotional campaigns have boosted demand and attracted new segments of tourists. Accordingly, all of these factors have contributed to increased length of stay and average spend per visitor.

As part of its Vision 2030 objectives, the Kingdom aims to solidify its position as a leading global tourist destination. Achieving this goal will diversify its income sources while simultaneously targeting a 10% tourism sector contribution to GDP. Accordingly, the Ministry should continue to develop regulations and incentives, therefore improving the ease of doing business in Saudi. Further strategies include stimulating partnerships with the private sector and ensuring ongoing investment.
